Who can create "non-person" e-mail addresses?

Non-person entries are created and deleted by the departmental proxy most closely associated with the organization or department. The departmental proxy, creating the non-person entry, is automatically listed in the entry's "proxy" field to allow them to keep the entry up-to-date. The departmental proxy can also update the "proxy" field to list the proxies that will maintain that entry. Additionally, the proxy can assign a password to the non-person entry.  By doing so, the non-person entry's alias/login and password can be used to maintain the e-mail address.
